Maintenance coat or stripping problem?

A maintenance coat may be reasonable when the existing sealer is known, well bonded, clean, uniformly weathered and compatible with the proposed product. The surface should be dry, free of haze and able to accept the test application without wrinkling, whitening or remaining tacky.
